Parliamentary question: President Trump's statements on French wines

Malmström: "the Commission has not received any information on measures that the US would intend to take against EU wine imports"

Answer given by Ms Cecilia Malmström on behalf of the European Commission (12.3.2019).

The Honourable Member refers to a tweet that President Trump issued on 13 November 2018. However, to say that the European Union charges significantly higher duties on American wines than the United States (US) does on EU wines is incorrect. On average, in recent years, the EU charged EUR 0.11 for every litre of imported US wine, while the US charged USD 0.10 for every litre of imported EU wine. For bulk wine, which represents more than two thirds of US wines imported into the EU, the import tariff is actually lower in the EU (EUR 0.099 per litre for wine of an alcoholic strength by volume not exceeding 13% vol.) than in the US (USD 0.14 per litre of similar wine). Moreover, the EU is the main export destination for US wines.

To date, the Commission has not received any information on measures that the US would intend to take against EU wine imports. Should the US introduce such measures, the reaction of the EU would have to take account of the nature and expected or actual effects of the measures.

Subject:       President Trump's statements on French wines

On 13 November 2018, President Trump declared that French wines were subject to a significantly lower rate of taxation in the United States than American wines in France. He added that this was unfair and had to change.

1.         Has the Commission made preparations vis-à-vis the United States and European wine producers for the possibility of higher US tariffs on European wines?

2.         In the event that only one Member State were to be affected by additional customs duties, what mechanisms could be envisaged for European solidarity to take effect?
